The PEBC supports a network of disease-specific panels, termed Disease Site Groups (DSGs) and Guideline Development Groups (GDGs), as well as other groups or panels called together for a specific topic, to develop and implement evidence-based guidelines to guide the delivery of high-quality patient care in the Ontario cancer care system. The PEBC methodological foundation is the guideline development cycle.

DSGs and GDGs are comprised of clinicians and content and methodological experts (the multidisciplinary panel) who work together to define practice questions, identify all relevant evidence, appraise and interpret the literature, and come to consensus to create draft recommendations. The PEBC scientific team is comprised of individuals who form the management, research, and administrative infrastructure to accomplish the PEBC mandate.

Draft documents are circulated to relevant stakeholders for external review and feedback. A summary of this feedback and the panel response is included in the final documents. Over 200 individuals participate on the panels, and over 1000 have participated in the external review process. The membership of the multidisciplinary panels and the individuals recruited to participate in the external review are drawn from across Ontario.
